Start with the communication problem, users, content, channels, languages, accessibility, applications, production method, shelf life, approval owners and internal capacity. A packaging specialist may be wrong for an annual report; an identity studio may be wasteful for production-only resizing. Ask who actually designs, who writes and proofreads, what is subcontracted, how concepts are evaluated, how the system is tested in real use, which editable files and templates arrive, which fonts and images can be reused, what the printer or developer needs, and who can maintain the work after launch.
